Project Location

Carlton Oaks Country Club and Resort is located at 9200 Inwood Drive in Santee, CA. The property is bordered by single family attached and detached homes to the north, West Hills Parkway to the east and open space to the west and south.

The project area is approximately 165 acres. Over 60% is located within the city of Santee. The remaining acreage is within the city of San Diego.

Prior to putting pen to paper on the plans, our team of engineers conducted an extensive review of the site’s constraints, including floodway analysis. These constraints provided the framework for the vision for the new Carlton Oaks Country Club and Resort. The plans are designed to minimize, avoid and reduce impacts to sensitive resources.

Development of the Country Club and residential homes will occur within the Santee portion of the site. The current zoning and land use designations for the project area are Planned Development and Park/Open Space. The proposed Country Club and residential homes are both allowable uses in these zones as specified in the City of Santee’s zoning ordinance. No zone change or General Plan Amendment is proposed.

Due to the dual jurisdictions, the Carlton Oaks development team is working with both Santee and San Diego city staff. The area within the city of San Diego’s jurisdiction will remain exclusively a golf course use.
