Proposed Enhancements for Carlton oaks Country Club and resort

While golf courses around the county continue to be lost to redevelopment, we believe that Carlton Oaks Golf Club is a valuable community resource that is important to preserve. Escalating operational and maintenance costs combined with decreasing rounds and revenue lead us to explore opportunities to save the course. The Carlton Oaks Golf Club ownership and Lennar Homes have partnered to create the vision for the new Carlton Oaks Country Club and Resort.

The vision for the reimagined Carlton Oaks Country Club and Resort is to create an integrated and vibrant community hub with updated amenities, membership benefits and programming to preserve this vital recreational facility for the benefit of Santee residents and businesses.

The proposed project has been developed in a comprehensive manner as a Master Development Plan.  The Master Development Plan presents an opportunity to retain and improve this community resource, as well as enhance the area as a regional destination for visitors.

New community features will define the “sense of place” with amenities and activities for the entire family, including a redesigned eighteen-hole golf course with modern practice facilities, and upgraded clubhouse with tournament hall. The Carlton Oaks Country Club and Resort proposes a 52-room boutique hotel with swimming pool, event lawns, and restaurant.

Working with Lennar will allow reinvestment into the property and enable us to enhance the onsite amenities and continue to offer golf at Carlton Oaks. The homes are planned as an accessory use to the golf course and the Carlton Oaks Country Club and Resort. The homeowners will provide economic vitality to the Carlton Oaks Country Club and Resort by activating the facilities year-round, further assuring the long-term preservation of the golf course.

The project will also include floodway improvements within the master development plan area to expand the function of existing drainage facilities and reduce areas of flooding. The proposed site for the hotel, golf course and residences meet FEMA floodway requirements, including all necessary modeling of before and after conditions for the San Diego River 100-year flood. In addition, we’ve gone above and beyond FEMA requirements to meet the higher flow analysis standards set by the City of Santee. All proposed development areas are raised out of floodway resulting in little to no impact to the water surface elevation upstream.

The project is designed to achieve the following goals:

  • Substantially improve the underutilized golf course with a professionally designed layout that will enhance the golf experience and appeal to a broader range of players

  • Efficiently utilize available space and infill development to preserve the golf course and provide high-quality housing opportunities that help satisfy local and regional housing needs

  • Complement the visual character of the area through thoughtful and visually pleasing architectural design

  • Provide a high-quality Country Club Resort that offers a full-service boutique cottage- style hotel, premier golf course, tournament hall and banquet space that enhances and provides outstanding recreational opportunities for the enjoyment and use of Santee residents and the surrounding region

  • Invigorate the local economy by providing additional employment and business opportunities associated with the design, construction, and operation of the proposed project

  • Generate additional economic revenue for the City of Santee and County of San Diego through the generation of sales, transient occupancy, and property taxes through additional event facilities, hotel units and residential units

  • Foster future economic sustainability of the Carlton Oaks Country Club and Resort through diversification of its customers and enhancing membership opportunities to activate the facilities and the site year-round in order for the Club to be competitive in the current market.
